Job Description:
The Working Foreperson is responsible for leading and executing day-to-day field construction activities on infrastructure projects involving sewer, watermain, road, and utility installations. This role combines hands-on work with frontline crew leadership, ensuring tasks are completed safely, efficiently, and in accordance with drawings, specifications, and company standards.
As a key field leader, the Working Foreperson organizes crew tasks, monitors workmanship, supports site logistics, and ensures adherence to Sierra’s safety, quality, and productivity requirements. The role requires strong technical knowledge, effective communication, and the ability to lead by example in a unionized construction environment.
Key Responsibilities:

Lead and coordinate field crews performing underground and civil infrastructure work, assigning daily tasks, communicating priorities, and ensuring crews have the tools, materials, and equipment needed to work safely and efficiently.

Actively participate in construction activities including excavation, pipe installation, utility installations, road reconstruction, grading, concrete works, and other civil construction operations while supporting layout and measurement activities.

Promote and enforce compliance with OHSA regulations, Book 7 requirements, Sierra safety policies, and site-specific safe work procedures through toolbox talks, hazard assessments, safety reviews, and corrective actions.

Review drawings, specifications, and project requirements to ensure accurate installation and workmanship, while identifying and reporting issues related to alignment, elevation, quality, or compliance.

Support the Superintendent in planning and executing daily and weekly work activities, monitoring productivity, improving work sequencing, and ensuring efficient use of labour, equipment, and materials.

Track and report daily progress, labour, equipment usage, site conditions, delays, and project information while assisting with measurements, redlines, and as-built documentation.

Maintain professional working relationships with inspectors, utility representatives, subcontractors, project partners, and other crews while upholding Sierra’s standards for professionalism and workmanship.

Provide leadership, mentorship, and on-the-job coaching to crew members by promoting teamwork, accountability, skill development, and adherence to all company policies, procedures, and assigned responsibilities.
Required Knowledge & Experience:

5–10 years of experience in civil/infrastructure construction including underground utilities, roadwork, or municipal servicing.

Previous experience as a lead hand, senior crew member, or acting foreperson preferred.

Strong technical knowledge of sewer, watermain, and civil construction methods.

Ability to read and interpret construction drawings, grades, and specifications.

Proven leadership skills with the ability to motivate and guide crew members.

Solid understanding of OHSA, Book 7, and municipal standards.

Ability to operate small tools and equipment; familiarity with heavy equipment operations an asset.

Strong communication and problem-solving abilities.

Valid Ontario driver’s license and reliable transportation.
