Job Description:
The HSE Manager will provide strategic leadership and operational oversight to Sierra Construction Group’s Health, Safety, and Environmental (HSE) initiatives. This role will manage and oversee all HSE systems, ensuring compliance with regulations, maintaining superior standards across all divisions, and supporting the company's commitment to safety. The HSE Manager will play a key role in managing the organization’s QMS and maintaining COR and ISO certifications, supporting audits, and overseeing corrective actions. The HSE Manager will be responsible for improving Sierra’s HSE programs to ensure safety excellence across the organization.
Key Responsibilities:

Lead and mentor HSE Coordinators, aligning team performance with overall HSE strategy and safety culture

Develop and maintain integrated HSE and Quality Management Systems aligned with ISO standards and best practices

Drive HSE policies, programs, and continuous improvement initiatives across all divisions

Ensure compliance with OHSA, COR, ISO, and all regulatory requirements through audits and corrective actions

Advise leadership and translate strategic HSE objectives into actionable site-level initiatives

Oversee HSE programs, including risk assessments, incident investigations, training, and performance analysis

Collaborate with project and divisional leaders to embed HSE into planning and execution

Monitor, report, and improve HSE performance using data, metrics, and standardized reporting systems
​Required Knowledge & Experience:

Bachelor’s degree or diploma in Occupational Health and Safety, Environmental Science, or a related field
-
7+ years of progressive experience in HSE management roles, with at least 3 years in the construction industry

Certification as a Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) is strongly preferred

Experience in managing or overseeing a Quality Management System (QMS) and its integration with HSE programs

Comprehensive knowledge of Ontario’s OHSA, WSIB processes, COR certification, and ISO 14001 standards

Certification as a National Construction Safety Officer (NCSO) is an asset

In-depth understanding of provincial and federal HSE regulations, with experience managing HSE systems in construction environments

Proven leadership and team management skills with a track record of mentoring and developing high-performing teams

Proficiency overseeing incident reporting, risk management, hazard assessment, and audit management systems

Excellent written and verbal communication skills with the ability to convey complex information clearly

Proficiency in HSE management software and the Microsoft Office Suite

Strong analytical and problem-solving abilities, with a proactive approach to identifying and mitigating risks
